Traceability

Cotecna has developed an innovative electronic Transit Monitoring & Traceability solution, to remotely monitor the movement of vehicles transporting goods in transit.

This powerful solution was developed to reinforce the capacity of Customs to better control international and in-land transit, fight efficiently against fraud whilst facilitating trade.  This solution is based on state-of-the-art of technologies in telecommunications, GPS, and graphical information.

Closely controlled transit operations

Cotecna's objective is to provide national authorities with the ability to closely control transit operations while at the same time facilitating the circulation of goods and the crossing of borders.

Transit vehicles are equipped with a GPS device capable of detecting a vehicle’s exact location anywhere in the world and a communication module, which transmits data concerning the status of the vehicle (e.g. position, speed, direction, and reports unpredicted events) to a remote control station. The collected information allows Customs to:

• reinforce compliance to transit rules and regulations; and 
• rapidly detect any abnormal behaviour occurring during the journey, such as prolonged immobilisation of the vehicle and deviation from the authorized corridor.

A trip report is edited for Customs. This report facilitates the decision-making process for Customs having to implement the appropriate intervention measures.

The Transit Monitoring system can assist with solving issues such as:

• disappearance of cargo;
• the fraudulent dumping of goods on the national market without paying customs duties; and
• the lack of evidence to enable Customs to conduct a proper investigation in the case of a dispute.

The Transit Monitoring solution developed by Cotecna is flexible and can be tailored to a client’s needs. This solution can also be applied to domains other than Customs compliance.
